Alpha HPA has received a key development permit to progress its planned $308 million high-purity alumina industrial plant in Gladstone.

The company announced that the Queensland Government Office of the Co-ordinator General had approved its application for a material change of use to construct the processing plant in the Gladstone State Development Area.

It said this represented the major State approval required for the HPA First project at Gladstone, with the final outstanding approval being the Environmental Authority.

Alpha HPA is working with AECOM to complete the required studies and applications and is expecting EA approval in the June quarter of this year.

“Project permitting is one of the critical workstreams required for the successful delivery of the HPA First Project and approval of the MCU represents a material milestone on advancement of the project,” managing director Rimas Kairaitis said.

“We look forward to continuing to work with AECOM to ensure the timely delivery of our EA.”

Alpha HPA plans to produce about 10,000tpa of high purity alumina at the HPA First project in Gladstone, using its own solvent extraction and HPA refining technology.

It is operating a Brisbane-based pilot plant to meet HPA test orders, with products including HPA, boehmite and high-purity aluminium precursors.

The company said end users included lithium-ion battery supply chains, the LED lighting sector and specialty chemical applications.

Alpha HPA has a Memorandum of Understanding with Orica for supply of key process reagents and the offtake of the by-product from the project.
